For years, I've tried all sorts of store-bought mechanisms to bind my lures to my rods so the trebles won't entangle other rods and lines. None works well enough. About a year ago, I invented my own lure holder, and that really solved the problem.
I buy 1/8-inch-thick, clear vinyl tubing from the hardware store and use scissors to slit it lengthwise down the middle and then cut it to appropriate lure lengths. Each tube is flexible enough to pull apart and wrap around the lure and rod, and the tube is heavy enough so that wind - even 50 mph wind while running - doesn't rip it away. For smaller lures, buy 3/4-inch-diameter tubing ($1.12 at my hardware store). For larger lures, try 1 1/4-inch-diameter tubes.
