Anglers know that fish respond to lures with big flashy eyes. Unfortunately, soft-plastic baits usually don't have eyes. You can add them by using painted jig heads, but sometimes anglers prefer a worm hook rather than a jig. For those situations, I've found that the flat rhinestones sold at craft stores effect a cheap and successful solution. They come in a variety of colors and sizes.
To attach them to your favorite baits, use a drop of Super Glue. (If the glue doesn't stick, wash the lures with a mild soap and water.) After attaching eyes to an entire bag of lures, I place them back in their original package; they pick up all the oils and scents again.
