Writing resolutions - that's tough enough for anyone. It's not easy to put into words all the changes we know we need to make but haven't been able to. So I can imagine the difficulty that a huge federal agency like the National Marine Fisheries Service must have in trying to put down its New Year's resolutions. Heck, with multiple forms to be approved by multiple committees along the way, it could be 2010 before the resolutions for 2000 are even final.
